Topic: Mystery man in Taliaferro Duck strip

This strip was sold recently on Heritage auction for $1195, it came from Don Vernon collection. It is quite obvious that the fat guy in this panel is caricature of someone, but who is it? I first thought about Disney gag man, the big mouseketeer Roy Williams, but after checking out, it is not probably a caricature of him after all. Any ideas who it might be? Strip was signed with no dedications. Perhaps the guy in strip is some friend of Al's?

I can't figure it out, but the guy looks familiar. Maybe an actor?

It might be Carl Buettner, who was one of the editors (or art director?) of the Disney magazines in the 40s.
