The hat with birds, called Gyro's "Thinking Cap," was invented by Vic Lockman, to the best of my knowledge.
Originally, the birds were called "hmming birds"??they made a thoughtful "hmm-hmm" sound that enabled Gyro to concentrate and thus get better ideas.
Later, some writers distorted this so that the birds actually did the thinking FOR Gyro, and that he was thus incapable of inventing anything without the cap. Over time, this seems to have become the basic assumption whenever the cap was seen. (Begging the obvious question... if Gyro is a dummy without the cap, how could he have invented it?)
Me, I have no personal problem with the cap's existence as long as it sticks to its original function. That said, I believe Egmont consciously decided not to use it in the mid-1990s, probably because it was associated in many readers' minds with Gyro being a dummy.

Seems the thinking cap had a precursor:

It's listed as being the thinking cap in the Inducks, but judging from the scan it's not the real thing. However, in the next listed story, "The Hat Hunt" it's definitely the one with the birds (who are white instead of black with an egg being involved in the thinking process).
