There are a few American Cartoons out there who have no clothes or pants...yet have pockets!
Bugs Bunny, Buster Bunny, and The Brain from "Animaniacs" are a few...but in the Disney Comic Library...Jose Carioca has pockets, yet he doesn't wear pants! Let me show you an example....
I just gave-up pasting images on here...I'm STILL having problems with that. I wonder if Windows 7 WON'T let me paste pics on forum sites?

I admit it's rare to see Disney characters using holes in their legs but it's not like it's something unusual...

All I can tell you is that working both in animation and comic books, I have received the model sheets for characters who wear no pants, and there was never any indication as to what to do about portraying pockets. So, individual artists "interpret" whether or not the anthropomorphic animal has pockets or areas "between" their feathers or fur that function as pockets (or just let them use pockets in their coats-as the model would indicate, if one had a reasonable amount of logic). As a person who has lost things put in functioning pants pockets, I certainly wouldn't trust a space between my feathers to hold something that I wanted to keep.
There seems to be a lot more people using a lot less logic these days. But maybe it's just easier to find them because almost everyone is writing on The Internet, displaying their lack of logic, for all to see.

I don't know why they just didn't have him have pockets at the bottom of his shirt. It isn't too much farther up on him.
After all, apparently HD&L have pockets in their shirts if "Donald's Happy Birthday" as anything to say about it (though it's kind of weird looking)

Sorry for the huge bump, considering, this thread is three years old, but as I was prowling the old pages for information and all, I noticed this I can actually answer- in most stories, his legs are actually painted blue, to the point it's assumed he's wearing pants. I'd easily bet that that image you linked is of a reprint where they instead gave him colours closer to the Saludos Amigos model, but the penciling itself was done with "Zé has pants" in mind.

Interestingly, this color scheme comes directly from the King Features Silly Symphony Sunday strip of the 1940s; where as originally published, Jose's legs were similarly colored as trousers.
