Okay, here's something I just learned today and am surprised I never heard about before.
Apparently, there was a planned-but-never-realized Disney Afternoon show starring .... Horace Horsecollar.
How accurate is this report? And if it's true, were any concept sketches ever produced? Does anyone on this board know anything more about this proposed show?
Wonder if the show would have done for Horace what DuckTales did for Scrooge?

I find that difficult to believe.

I might have heard of that show. It's too bad they couldn't have released it. Maybe they thought Horace Horsecollar was better as a supporting character rather than a main character.

I have to confess to ignorance about Jim Hill. The "About Us" section of his website doesn't provide a whole lot of insight. Is he someone who was associated with the Disney Afternoon, in some capacity? Could he have credible insider information?
UPDATE: More information here. Apparently Tad Stones was involved and this was a post-Darkwing Duck endeavour. Now I really wish it had happened! Probably would have played alongside Quack Pack.
UPDATE AGAIN: Here's a transcript from a chat back in 1997 where Stones confirms the concept:

It's a shame Horace is described as lacking a personality ... that's definitely not the impression I get reading the great Fantagraphic Gottfredson collections!

Wow, I was surprised that they originally planned a TV Show that starring Horace Horsecollar! If this TV Show was never cancelled then Horace will be a more well-known character than he was now. His only animated appearances were in the 20's/30's Mickey Mouse shorts and in House of Mouse. Correct me if I'm wrong. Did he appear in Mickey Mouse Works or not at all?

There are some references to Horace Horsecollar in an interesting---and not very objective---article about Disney's classic cartoons on the TV Tropes site:
http://tvtropes.org/pmwiki/pmwiki.php/WesternAnimation/ClassicDisneyShorts
Horace initially wore only a horse collar, a bowler hat and gloves. Eventually he lost the horse collar and began wearing a shirt and pants. In the Kingdom Hearts II video game, he again wears the horse collar...but he lives in the past so I guess that's okay. Floyd Gottfredson portrayed Horace as a guffawing player of practical jokes. Would Horace have kept that persona in a cartoon series or would he have been reimagined in order to be more likeable? According to Internet Movie Database, Horace appeared in two episodes of Mickey Mouse Works:

OK, now I remember that he also appeared in Mickey Mouse Works and in The Prince and the Pauper short. So, that mean that I was not wrong at all.

Has Mickey Mouse Works or House of Mouse revived offical DVD releases? I could just check with google but then what would random strangers on a forum I know next-to-nothing about be good for? ;)

No...and no. And thank you for trusting us random strangers.
However, Disney did release the direct-to-video animated film Mickey's House Of Villains in 2002. It was available on VHS and DVD and was adapted from the House Of Mouse tv series. On Hallowe'en night, around 30 villains take over the House Of Mouse and rename it the House Of Villains. Mickey engages in a duel with Jafar. No, I won't give away the ending but I'm sure everyone can guess who the winner is. The film included the cartoons Lonesome Ghosts, Trick Or Treat and Donald Duck & The Gorilla plus five cartoons that first appeared on the Mickey Mouse Works series.
