He ALWAYS got his money back by the end of each story. He NEVER lost ALL his assets-only his handy cash. He has so many holdings and operating businesses all over The World, that he can't possibly go broke at a given time, unless he signs away all his assets.

I think it's just for fun on their part and a made up story they created which borrows much of the real comics. I don't know if they have, but could it be something about fans pointing out that after Scrooge McDuck became number one on the list, they thought Flintheart Glomgold should be on the second place? But it also reads that Scrooge is trying to get his fortune back so I don't think it will be long before he is back up on the list again. But I agree with Robb_K too, there is no way Scrooge could have lost it all just like that.
