All Donald Duck stories are fiction (of course). Many people believe there's a Duck canon: some things that are unquestionably true. Examples: "Donald's three nephews are named Huey, Dewey and Louie" and "Scrooge's Money Bin always has a flat roof".
Canons vary from person to person. For instance, you might believe it is unquestionably true that the Nephews are named Huey, Dewey and Louie... but you do not believe that Scrooge's Money Bin always has a flat roof. Or perhaps you do believe that. Once you have defined your personal canon, there will probably be stories that don't fit into that canon.
For instance: if you believe Scrooge's Money Bin always has a flat roof, there are tons of Italian Scrooge stories that are problematic because the Money Bin in those stories has a dome on top. In those cases, you can choose to believe those stories (or, at the very least, the appearance of the Money Bin's dome) didn't happen. In the context of your Duck universe canon, those stories or appearances are (in your opinion) fictional. They're fictional fiction.
Which is why I suggested that perhaps some of those stories are fictional fiction.
