If we follow Carl Barks'/Don Rosa's rules,how do you imagine Duckburg today?
For instance,are the nephews old men,who have retired and left the empire to other hands?Is Donald alive?Even if he is,i guess he'll be close to death
by now.

Well, since Scrooge was exceedingly active in his 70's and lived for a century or so, we could imagine Donald having some years to go yet, and HD&L still being actively working in their various jobs. Here's Rosa from DCML October 2003:
"Since I never expected that li'l cartoon [of Scrooge's grave] would ever appear other than in that one issue of that small print-run fanzine (rather than on websites and in actual licensed Disney comic books around the world, forever!) I would have given lots more thought to how the nephews were dressed. If I had it to do over again, I would have one dressed in "casual business" attire (for running the McDuck Memorial Charity Foundation), one dressed somehow to clearly indicate a teacher, and one dressed as a forest ranger or Senior Woodchuck. And I would imagine to myself that they are all three employed in all three of those activities at different times, swapping off one job for another. (I still like the idea of them being the same character times 3, with no individual traits... I think that's part of the "gag" for me, that there could be three such noble yet identical people.)"
So Rosa imagined them handling Scrooge's money, but only in order to give it away.

Barks and Rosa had/have different views on how time works in the Duck universe.
Don's view is that the timeline is moving forward (which is why, when he set his Scrooge adventures in the 1950s, it automatically followed that Scrooge died of old age in 1967).
Barks's view was that there was no timeline and that all his stories take place right now (whenever you read them). In 1942, he wrote a story about Donald's "victory garden"... but if Barks had written a Huey, Dewey and Louie story today, he would have had them play on an iPad. Without the boys aging a single day.
I think Matilda did a good job of covering how Duckburg would look today in the "Rosa Duckburg".
In the "Barks Duckburg", things would pretty much look the same way they did in the 1940s.

Yep, though the Vicory Garden story was originally not Barks' idea.
