I was reading The Gilded Man" in Fantagraphics Donald Duck "A Christmas Christmas For Shacktown and spotted something interesting. On page 171 there is a drawing of the ducks in a helicopter flying over a river. In the river you will see a ship and to the right of it is a shadowy object. To me it looks like a gigantic fish swimming just below the surface of the water. I guess it could be a sand bar but it sure looks like a big whale with a tail. What do you think it is?

A fishing net pulled by that little boat at its top, I'd say.
I just wonder if that river in an urban-industrial area is the best place for fishing ...

Isn't it timber logs, dragged by the boat and held together by a strong net or wires or something?

Here is a scan of this specific panel from gr/VCB 5:

It is definitely a tugboat. And the shawody object must be, as germund said, timber logs pulled by the tugboat. I guess we talk about "Timber rafting".

Thank you Greek_User for posting a scan. In your picture the tugboat is darker than what I was looking at which makes the drawing clearer. Yes, I see now it's timber logs pulled by a tugboat. I also found I had the the story in Gladstone Giant #5 Donald Duck Adventures and can recognize the tugboat with the large size printing.
In the smaller Fantagraphics copy, though, it originally looked to me like a gag where a gigantic fish was swimming just under the water's surface and what is the tugboat just looked like the fishes tail. After having suddenly spotted Carl Barks' caricature in a crowd scene the other day in a Junior Woodchuck story, and all the great hidden gags done by Don Rosa, I think I may be looking too hard.
I agree with Andrea's comment about "What a nerve...."
