I think it's unlikely, given what a specific sort of character he is, though Marco Rota did a nice portrait of him.

Ow, I think that the writers can have plenty of fun with this character and thei idea of him being a genius master cryminal with a code of honor makes room for plenty of opertunities. Than agian - the "The Black Knight GLORPS agian" is among Rosa stories I never cared for that much. After first "Black Knight" story I was hoping Rosa one day will make a another great Lusene-center story (Heck! I recall I even sent him an e-mail expressing my hopes that the Black Knight will shall return). While "The Black Knight GLORPS agian" has many good gags, - as usual for Rosa - plenty of great art and it was fun to see Arpin agian...
However sadly the enitre plot of the story felt mostly like the repeat of the first Lusene story. You can tell Rosa ha no real idea what do with character outside of the of the Ominslve armor gimck (which just wasnt that interesting the second time) so rather then develope him he just had Lusene repeat the same sutff (and run the "You foll" joke into the ground pretty fast) He made some refrence to him being a collector but that's about it. Ironically Arpins Lusene apperances in "Attaaaack" felt way more interesting and clever.
[Plus - and I hope none of Barks-fanatics will jump on me on this - I liked it much more when the paintings in Scrooge Museum where the Salvador Dali-parody paintngs rather then the Bark Oil Paitings...It just felt way to forced of a refrence in my opinion]
To bad. I wish Rosa would try to use him without the armor and try somethinf new with the character... Still I'm hoping one day some other artist will. Scrooge has his main three villians (+ Rockerduck in italian stories) and I think there is still plenty of room for more recruting villians and Arpin is a very interesting pick.

I think you're right that Rosa painted himself into a corner by making the character so dependent on the armor (though I think he was able to come up with two quite effective plots out of the idea). Granted, if the armor business were dropped, he would become a much more versatile character, if someone cared to make him so. My concern is that he's supposed to be extremely competent. Scrooge's other adversaries tend to be sorta bumbling, but to reduce Lusene to that level would cheapen him. Point being: if someone else wanted to use the character, I would hope that they would think about it long and hard so as to make him a real, credible threat and not have his downfall come too easily.

Not that I'll ever have a chance, but there are a number of good ways to do a Arpin Lusene story (and I have at least one written down here somewhere in detail, and an outline for another that came to me while I was writing this post, the details of which I avoided outright writing here). But here are the guidelines I'd set to any Lusene story I'd do.
First thing's first: No Black Knight armor. It's cool. It's brilliant. It's also monumentally limited (though I loved The Black Knight Glorps Again) in terms of storytelling potential. It's ridiculously difficult to defeat. So you play to his sense of fair play and have him decide that he's too good to need the armor, which is kind of an instant win button.
He IS competent, too competent, when he's operating within the specific sphere he has selected for himself. So in order for him to work you kind of have to take him out of his natural element as a thief and pit him against Scrooge in a different way. He doesn't want something in the money bin, he wants something that's gonna get him rich. Something that Scrooge is after at the exact same time, bringing him in to the realm of Scrooge's strengths.
Take the impossible thief nature of his character and use it for comic effect. Biggest waste of potential that'd come up for a sequel to the two Black Knight stories is Arpin's lack of actual thieving. Have him steal the engine out of an airplane as the Ducks are flying it. Have him replace the pages in a book with the map in it with a "Ha ha!" note. Don't replace the book, replace the PAGES. Go nuts for the sake of a joke.
He's more competent: Make the characters more competent. Outsmart him, out think him, outdo him at his own game. HDL are the smartest of the bunch, Donald's the most devious, and Scrooge is the cleverest. Use that. Just about every page, once the action starts, has to have someone out-doing someone, even if it's by the skin of their teeth. You can pace it more if you have more pages, but for 24 you pretty much have to go all out with him.
Here's a few options I'd consider when you're looking on how to spice up the story or premise.
Consider bringing in a partner so Lupin isn't operating in a vacuum. That's a problem with Magica, so see what you can do here. I'd go for a Lupin III homage at some point, myself.
Consider removing Scrooge from the equation altogether. Donald is Scrooge's proxy for treasure hunting sometimes, and is the one who foiled Arsene last time.
Consider bringing Glomgold in to it. There's lots of ways that can work, whether they're on the same side or enemies. People don't do much with Glomgold, so bring out a new dimension in his character.
The problem is people are married to the Black Knight portion of his character, which is... fine, I guess, but I can tell you the one story I outlined for him was pretty weak. I'm not smart enough to think of a good way to beat him and it lacks laughs because he is a lethal foe who outright destroyed portions of Scrooge's money for his image. You can't really recreate that, that's why the second one had him going for Scrooge's treasures instead.

I think this is going to require some thought. Is it not central to his character that he's already rich, and that, unlike Scrooge, he is perfectly content to be as rich as he is? I phrased that poorly. You're certainly right in that his contentment in his riches is a character trait... but status, that's another thing entirely. Being recognized the greatest thief in the world was really his motivation, so you play to that. He wanted one last score before retirement, he recognizes how old Scrooge is and that he's still going, realizes he can still stay in the game... means he has to keep on top by stealing bigger and better treasures. Dummy me, just didn't write that very well.

I'm a big fan of the Lone Wolf, The Saint, and other dashing super-burglar characters inspired (like the Black Knight) by the original Arsene Lupin, and I'd definitely name the Black Knight as Rosa's greatest original creation. However, I agree with those who think the armor gimmick should be eschewed in any hypothetical future uses of the character--a "mastair thif" shouldn't rely exclusively on one idea.
Arpin Lusene shouldn't vie with Scrooge for treasure, either, I think--he's already independently wealthy and steals to boost his fame, not his wealth. His crowning ambition is to rob the World's Richest Duck as the crowning crime of his career. I can see him abandoning his goal of stealing the whole contents of the money bin to focus on Scrooge's "greatest trophy" (he briefly does this in the first Rosa story)--which would probably be Old Number One. I think you could get a good story out of that, possibly having Lusene take the dime to his castle in France and bringing Magica in as well once the story gets to Europe.

I actually wrote a 12 page story with simiar premise where Glomgold steals Scrooges dime in order to have control over Magica (he will gave her the dime is she will work for him for a year and use her magic to serve him) but Magica obviously don't wan't to serve Glomgold and throws a war agiasnt him. My friend (Who is a english teacher) is translating the script into english and where planing to sent it to editors :D
I like how for Lusene the whole thing is just "one big game" and he has nothing personal agianst Scrooge. In a odd way it makes him more sympathethic/human. Maybe some past/orgin story would made him a richer character...
I actually had idea that the Beagle Boys would idolise Arpin (whant his autographs etc.) since as Scrooge put it "He is the Uncle Scrooge of thieves"...

For what it's worth, I've long had a half-formed idea for what a third story involving the armor could entail. "Half-formed" because, while I think the premise is sound, I really have no idea what the action would look like. The idea is that some alien bandit comes across the armor floating in space, figures out what's going on, and, being an evil-minded fellow, decides to use it to mess around with Earth. It detects that the greatest single accumulation of wealth on the planet is in Scrooge's bin, and decides therefore to destroy it so as to wreck the Earth's economy. Obviously, the ducks have to stop him, and Lusene, indignant at the notion that someone other than him should be messing around with Scrooge's money like that, teams up with them. At the end of the story, the armor could be destroyed once and for all, finally putting this story arc to rest and setting Lusene up to having to come up with some other way to get at Scrooge in future stories.

Love it. Any good "enemy mine" plot works for me, and Arsene is the one to do it with, out of all the villains. I can see the action pretty clearly and a lot of moments that really pop. Nothing like seeing him standing in the doorway, about to be fired at with Bertha, only to hold up the fuse.

I would love to see Ominslve evolving into a living being ("a big scary faceless monster" like some would put it) an animalistic creature that would travel through space GLORP'ing everything in it's way... And yhe, earth is next on it's way. Now that would be freaky and scary as hell.
