Okay, there was a comic that was released lately where Donald Duck wears a dress.
Now I know I make odd mentions about Donald Duck, but were there any other comics in the Donald Duck Library that he wears woman's clothing?

In Carl Barks' "Kite Weather" Donald dresses as a girl to antagonize his nephews in a kite-flying contest.
In ??Daisy??s Double? by Tony Strobl, Donald dresses like Daisy so she can keep two obligations for the same day.
Other than those, I'm drawing a blank.
In an animated short (the title of which I forget), one of Donald's nephews dressed as a girl to get free gas for their car.

In Barks' WDC 257 ("Movie Mad"), the nephews wear girls' clothing. They're not too happy about it, though.
Come to think of it, there are quite a few drag stunts in Barks' work: WDC 217 ("Dramatic Donald"), US 31 ("All at Sea"), US 54 ("The Billion Dollar Safari"), maybe more.
And in William Van Horn's "What a Drag!", Donald dresses up as an actress.
