Anyone have any idea what this is supposed to be?

Clearly that's Goofy and Horace... and a 3-eyed lizard (???), but is this an actual story idea that has appeared somewhere, or maybe just a crazy past cover from an issue? Neither myself nor anyone else I know can figure it out so far.
Actually, it reminds me of both "Tank Girl" and the "Project A-ko VS. Grey Side/Blue Side" videos. Strange.

Judging by Goofy's costume and the setting, it looks to be something derived from this story: http://coa.inducks.org/story.php?c=I+TL+2891-1P . The title translates to "The Chronicles of Planet T" in English.
