Last April, Joakim Gunnarsson's always terrific and informative Sekvenskonst blog featured a post about a new 4-page Gyro story scripted by Carl Barks around 1964: New Barks-Jippes story!
Well, it looks like the serious collector or fan can purchase the original artwork from a German Art Dealer, Galerie Laqua. All four pages are available to view, here's a smaller image of the first page:

That story was written, fairly recently(last few years) from an old, few page written story scenario, written by Carl Barks in the late 1950s. Had Barks drawn it for the Gyro Gearloose story in "Uncle Scrooge" comic books, it would NOT have included Donald Duck. That is because at least one of the stories could NOT include main characters from the other stories, for the magazine to continue to receive 2nd Class postage status.
So, I have to assume that Daan assumed that this story would have been used in a Dell Giant book (annual).

I kinda doubt he would have been thinking about such issues, period. Could be wrong, but it seems unlikely.

I think GeoX is right: Jippes probably wasn't thinking about those issues. otherwise it might feature some of Barks' lost citizens of Duckburg, like:

Oh ho! I always thought it was bizarre that Mortie and Ferdie appeared in that story, but I never made the connection with the postal-regulations thing. All becomes clear! Is this the only time Barks ever drew those two? Interesting to see them for that reason, at any rate.

Interesting that Morty and Ferdie were drawn off-model, as they had perfectly round faces (which is not correct) due to using Huey, Dewey and Louie's head circles. They just look WRONG.
But, thank goodness for those rules, so we can now look back on 40 or so short, gag-run classic Gyro stories. On the other hand, we may have lost many Barks epic long stories because of that requirement for more than 2 stories and one with different characters.
That regulation was the reason that Donald Duck had 4-page Pluto or Goofy? stories in their midst, and Mickey Mouse had 4-page fillers as well (L'il Bad Wolf?). I forget now, which filler strips were in which magazine in the non-Barks comic books.
