According to Don Rosa, when he made the Duck family tree, Ludwig von Drake is married to Matilda McDuck and he is Donald's uncle as Matilda is Donald's aunt. But that idea didn't make it to the family tree as the publisher didn't agree on that. Other than that and what Lars have said, I atleast don't know any other relative. But do I think that Don Rosa's view makes sense on how Ludwig is Donalds uncle.
Edit: One other relative Ludwig mentions that I could think of is Mother Goose and if I remember it correctly she is his grandmother.

According to a book written in 2001, by Monique Peterson, THE LITTLE BIG BOOK OF DISNEY, Ludwig is married to Matilda. Anyway he was already uncle of Don before he married. He is uncle Ludwig from Vienna (or Wien?).
