Hey, Roger. I'm the American translator in question, and here was my explanation for the decision in "The Incredible Black Comet."
If a story gives Mickey a close friend who's an inventor, lives in Mouseton, and bears an awesome physical resemblance to Doc Static, on some level it's simply confusing to call him anything else...
