I think it was Al Taliaferro that created Gus Goose. He used him in The Donald Duck Comic Strip. This was before Carl Barks became a comic book artist.

Gerstein wrote that Gus of that drawing posted by me, was like a mix of Gladstone and Fethry, but he didn't clarify who drawn it...

Wasn't Gus Goose created by The Walt Disney Studios' Story Dept.? They wanted another comedic foil for Donald. Donald was a city slicker. They thought that Donald should have a hick from the countryside visit him (a relative). They invented a hick cousin for him, who could be a general nuisance, and eat him out of house and home. Carl Barks had a hand in his creation, and even his character design. Maybe Jack Hannah was also involved? His name "Gus" was short for Gustav, because the American stereotype of the farm boy was "a big dumb Swede" (as most of the Swedes immigrating to USA came to The US Midwest to farm).

I wouldn't know. The name "Cobb" isn't exactly uncommon, I believe.

In the italian version of Carl Barks Library, la Grande Dinastia dei Paperi, it's told that, in 1938, Harry Reeves and Carl Barks chose the name "Gustave", but 'twas too long...
