I couldn't find the story. I always that Doc Static's first appearance was in Plastic Mickey which was originally printed in Walt Disney's Comics and Stories #608. If Michael Gilbert did that story then you're right but there is a story that contradicts that theory which happens to be Mickey Mouse and the Incredible Black Comet which is in Mickey Mouse and Friends #292. I'm not sure if that is the same Doc Static though.

Doc Static was "officially" created in "Plastic Mickey," by Gilbert and Ferioli.
But Mickey's scientist friend in Catalano's/Scarpa's "Incredible Black Comet" looks and acts shockingly identical to Doc Static. After a chat with Ferioli??who was as amazed as I was??we decided to call this character Doc Static for the American edition. Cesar agreed with me that the Catalano/Scarpa design was the direct forerunner of his, if only by coincidence. The character's a scientist, a worrywart, and physically 98% identical to the "official" 1990s equivalent.
(There was the additional point that the Catalano/Scarpa character's Italian name, "Tarabubu," doesn't work in English; it suggests a phrase??"tear a boo-boo"??that sounds like it ought to be a slang expression [i. e. "watch him tear a boo-boo"], but is actually meaningless.)
So I'd say Doc was "unofficially" created in "Black Comet," even if it was only a stunning coincidence.
