How can does Egmont buy a story?

Egmont's main production headquarters is in Copenhagen, Denmark. They generally don't consider submissions from outside their staff of freelance writers. I have heard that currently they are considering no outside submissions.

I'm not completely sure (due to my lack of English vocabulary), but I thought Carl Barks was a freelancer. He just made stories, sent them to the publisher, got money for it, and the publisher could do with the story whatever he wants to.
