So the owners of the material (in this case: the Walt Disney Company) are financially compensated every time someone reads a story on that site? And Disney agreed to that financial arrangement?

There are a shocking number of Disney comics scans sites online. I'm pretty sure Disney is aware of them, but they haven't taken any action yet. Don't know why... not worth their time?

Many companies have taken pokes at this website, but the website is still up because its stand is that it is a non profit organization and based on a library platform.

Since they seem to, for the most part be abandoning a lot of their old stuff that could be what it is, not worh their time and if a lot of them are out of print anyway maybe it isn't as much a bother, which should only make sense, anyway, they can't really make money on stuff that's out of print (or can they?)

They can make money off it if people are willing to buy it. But given some of those recent sales numbers, I'd say whatever money they stand to make off that old material is much less than the legal hassle would be worth.
