Who would have the rights to publish new Rescue Rangers and Talespin comics? Gemstone said they didn't, and the last publisher of these comics appears to be Marvel.

Gemstone does not have the rights to any of the modern day movie characters - this is why they can't use or print any Talespin stories because Baloo and Louie and the other bears fall underneath the premise of The Jungle Book even though it was the last movie Disney himself worked on.
However - they can use the Rescue Rangers because they own the rights to the classic cartoon characters, which Chip and Dale DO fall under.
It's kind of weird because Brer Rabbit falls under Song of the South and Scamp falls under Lady and the Tramp, but they CAN print those two. I think their license and what they can/can't use has more to do with the age/date of the movie licensees in question and the history/date of the characters themselves than anything else. It's rather complicated and from what I understand Gemstone doesn't challenge it too much because they don't want to agitate it any (and I honestly don't blame them given Disney's well known quirks).
And just in case it comes up, Marvel and Acclaim no longer have the rights to print any comics with the modern day Disney characters so it reverted back to Gemstone (thank gawd) similar to how Gladstone I experimented with assorted Gummi Bears, Wuzzles, Winnie the Pooh and to a more successful extent Ducktales during thier run. I don't THINK they can use Pooh anymore though if they wanted to reprint the Sunday strips at random in C&S like they once did. Shame as I liked those. I don't think they've ever reprinted any of the short John Carey stories from the Gold Key/Whitman run. I don't know if they're any good but given that its late Gold Key/Whitman, I doubt it. =\
With Disney Adventures finally out of the picture, Gemstone has limited reign with what they can print for the fans, more or less. However, they've yet to do anything with the modern day characters though they have gotten requests for a select few reprints/unseen stuff (probably because they're not quite sure what to do with them which is why they've been experimenting with - to some success - reviving Ducktales). Current room in the books is also a factor. I'm also pretty positive that they have the rights to Darkwing Duck - since it was a direct spinoff of Ducktales - and Goof Troop since Goofy and Max are considered classic characters. Max in particular appeared in thier printing of Twice Upon a Christmas but they'll probably never do anything further than that since the classic Mickey/Goofy/Pete scenario is greatly preferred by all and seen by many as superior for good reason. Bonkers I am not so sure of (I don't think anyone would care about Bonkers one way or the other to be honest), but anything beyond Aladdin and especially Gargoyles is out of the question.

Rescue Rangers and Darkwing would suit me just fine. We get the occasional Launchpad backup in Scrooge, so that's no biggie as far as Ducktales goes.
The thing is - and I was talking this over with David - lets say theoretically Gemstone decides to experiment and does fillers for comics and stories. What would they print and where? Serialize the longer comic issue stories as multiparters? Reprints of the earlier Disney Adventures material (before it started to suck)?
There's still a few long stories that were printed overseas that weren't printed stateside that could theoretically be serialized as fillers, but would people be interested in seeing the modern Disney characters alongside the classic ones (Bucky Bug, The Bad Wolves & Three Pigs, Brer Rabbit, etc?)
I am personally of the opinion that not all the Disney Adventures stories are bad. There's really a stark line where they're really good VS when they started to be pretty terrible but I know mileage varies on this sort of thing. Gotta be honest though and say that while I love Max, I really do dislike Goof Troop so I wouldn't mind it not being there. But it takes all kinds I guess...l

Believe me you're not the only one Mustang Rockstar. I too miss the old Disney Afternoon shows especially the ones with the Ducks.
