Well.. propably at least... There are still some early cartoons that there is no known preserved copy of. Pete doesn't fit into the storylines as far as I know, but you kan never be 100% sure. Alice Solves the Puzzle is at least he's earliest KNOWN appearance.

"The Crazy Crime Wave" was pencilled by Gottfredson and inked by Ted Thwaites, and introduced Dippy Dawg on October 9; it was also the first continuity co-written with Merrill de Marris (ie, as explained in the David R. Smith interview, Gottfredson wrote the plot, the scripter wrote the individual strips, and Gottfredson edited them).
We should have a list of (Barks) Donald and (Gottfredson) Mickey's various jobs. In this story, Mickey becomes Dippy's associate in the private eye agency the goofy dog has inherited from an uncle, but goes to work as a janitor for the private detectives hired by the mayor.

I'm actually pleased to tell you that all Alice shorts predating SOLVES THE PUZZLE actually survive! I've seen them all, and Pete is in none of them.
