In Germany, the government has established checks against that very problem. When the parents fill out the birth registry papers, the entries are seen by officials. If the child's name is deemed a name that will likely be the object of ridicule and lead to embarrassment, it is not allowed as the given name. In Germany, it is ILLEGAL to assign one's child a name that is expected to be the object of ridicule. The government department dealing with that issue would force the parents to change the child's name to one that is "acceptable". In other words, Frank Zappa couldn't have named his child "Moon Unit" in Germany (as he WAS allowed to do in USA). This is a protection for the child against frivolous whims of his/her parents.
