It looks like Boom! Studios definitely HAD plans for a TaleSpin comic. Take a look at these covers!

I'm not saying they didn't have plans for this, but I'd say you're interpreting way too much in this short "done as a commission for my editor" line. It's totally normal for editors to commission artists they work with to do some stuff, either for themselves or to give away as presents or whatever. This was probably just a special gift for a TaleSpin fan. Covers are definitely never commissioned before there's a definite go for a series (okay, who knows with Boom! ...), and considering the rest of their Kaboom! line, this style wouldn't even have made sense as some kind of concept art. Maybe you should just go ahead and ask the artist or that Shelley from Boom! what this was intended for. Maybe it was indeed some kind of weird pre concept art, but as I said, and being an editor myself, I higly doubt it.

Why, there WERE Gummi Bear comics, perhaps not in the USA.

There was a regular "Gummi Bears" newspaper strip on which Daan Jippes worked during his time at the Disney Studios.

In Aaron Sparrow's behind-the-scenes thread at The Old Haunt, he related how both Gummi Bears and TaleSpin comics were discussed and planned.

Scroll down to the fifth post from the top -- Aaron's second on the page. He says, "We discussed GUMMI BEARS, and how to really make that series grab people in a way that wouldn't expect, a lot more."

In the third post up from the bottom of the page, Aaron writes, "The truth with TALESPIN is that yes, it was a separate license, but one Disney could have folded into the contract easily. My hope was that with DARKWING I'd be able to prove to my superiors that the DA properties were viable, and we'd eventually be able to do C&DRR, TALESPIN, and GARGOYLES. I had heard rumors that TALESPIN had a planned third season, and was making inquiries as to whether a third season "bible" existed so that we could base the comic around that."

By this point, BOOM! had officially announced that the licensing issues with TaleSpin were prohibiting them from "pursuing" it (they've taken down their Disney forum, or else I would link to the post in which Chip announcedt his) -- Aaron is responding to Street commenting on the matter, a couple posts up. One could infer that BOOM! made a public statement to try to deal with all of the fans that (with good reasons!) kept asking about it ... but it doesn't rule out that they'd continued to consider and look into it after Aaron had left the studio.
