From what I've heard and been told, it has to do with Disney's strict policy of not accepting submissions/ideas from outside sources.
When those not connected with the company directly try to submit ideas, they usually get shipped right back. In other words, you pretty much have to already be connected with the company in some way and be within the proper channels in order to submit ideas.
I say this from my experience and personal position working within the field.

That's good to hear, maybe it isn't as horribly "written in stone" overseas regarding Disney's inside policy. At least I hope that's the case.
Did you create a story or just an illustration? Maybe that will help provide a clue somehow. ;)

We also have an English language forum on McDrake, called "McDrake International". It has been inactive (dead) for a few years. But you might want to look and see what is posted there as it is in your language. We tried to get a lot of members of this forum to post there. But, unfortunately, we never could get enough action there.

We have a Fanfiction thread on McDrake International Forum. You can post your drawings there. But, I would just put a nice selection of your best drawings there, rather than hundreds. We still don't know if anyone from the Regular Dutch Forum will come there, and if any Internationals from THIS forum will go there.

Furthermore, if you want to post there to get exposure to Sanoma's art editors by posting there in the hopes that by being impressed with your artwork they'll consider submittals from you, you may be disappointed. Sanoma currently has a pretty large group of artists in relation to their relatively small production. Traditionally, they have used few foreign artists and writers (other than their relatively inexpensive contract work with Spanish ComicUp studios). They did have Freddy Milton, Jan Gulbransson and Volker Reiche working for them in the 1970s and 1980s, and Don Rosa for a couple of stories in the 1990s. But, generally they want to give work to their local Dutch talent. A few years ago they added Sander Gulien. Now they have Henrieke Goorhuis and McDuck Menu (he has a real name-but it's not up to me to ruin his anonymity on this forum) they seem to be interested in grooming, to start drawing for them. As it is, that alone, would mean less work for their other artists. I don't want to get into trouble for being presumptuous to speak for the company on their policy, so I will just provide evidence that leads to a conclusion. I believe that they have not commissioned artwork or accepted a submittal from an individual foreign free lance Northern European or North American artist in many years. In the period when they accepted work from Milton, Gulbransson and Reiche, they were not keeping any good-quality Dutch artists from getting pages accepted. It appears, based on the factors listed above, and past history, that the next few years is not likely to be a good time to expect to get work from them as a foreign artist. In addition, I really doubt that the Sanoma art editors will be interested to look on McDrake International.

However, I'm certain that many of us McDrakers will welcome seeing the best of your artwork and reading your stories there. You'd probably do well to place them on THIS forum as well. More exposure is better than less, if you have real talent. There are more outlets for good quality, inspired storywriting and drawing than just Disney Comics.

To get to McDrake International Forum, go to www.mcdrake.nl and then click under INHOUD on the blue link : "McDrake Forums". Then, click on the blue link: "McDrake Nederland Disney". Then you will be on the main McDrake Forum Index. Scroll down quite a bit, until you see the "McDrake International Forum" subforum link (looks just like other forum subcategories). Click on it. You will then be on the correct forum index page. Then, you must find the "become member" or "sign up", or whatever category they have for joining and becoming a member (I don't see it anymore because I am a member, and am always logged in. Once you are a member and logged in (after getting the link from your e-mail) you can go again to McDrake International, and scroll down to the "Fanfiction" thread. If you have your artwork already uploaded to an Internet holding site, such as Photobucket or Imageshack, you can upload it. I look forward to reading your new story either here or there.

If you are concerned about flooding the posting area, just open up a specific topic with the name of the story or something like that. Under fanfiction of course.
The thing thath got me in contact with sanoma was bij posting part of a comic, not written by me. But I guess they had been following my work a bit longer ;)
It could be worth a shot, but as Robb explained, chances are small.
