It's in English, and it's in color. Julius is green for some reason. I can't give you a scan, but I can give you the text:
Mickey sings for Minnie's sake
An aria sweet as chcolate cake
While Minnie, poised in window, rests
And dreams of love's togetherness
But lo! The tryst is not to be!
A rival comes-and fierce is he!
Say Julius Cat,"By saints above!
Minnie is to be my love!"
Nonplussed Mickey leaves the yard.
Julius smirks,"That wasn't hard!"
Full of brass, inside and out,
He journeys forth, his love to shout.
To know our Mickey is to know
That he's one clever so-and-so.
He sees the tuba passing:"Man!
To fool that cat I have a plan!"
Our celebrated little Mouse
At circus stunts brings down the house.
An acrobatic jump and flight,
And he's wedged in the tuba tight.
With sugar in his no-good heart,
Julius Cat prepares to start
His wooing. He will music play
And romance Minnie come what may!
Julius blows a wicked rumba
But what's this? His opposite number
Sails skyward from the bell!
Julius starts to feel unwell.
Wondrous music greets the ear
And open arms of Minnie dear;
Followed by her favorite Mouse.
"Have a kiss, Toots, on the house!"
Mick holds his sweetie at his side,
Thumbs his nose and grins with priode.
"Hi there, Julius-bigwig cat!
Nice plan you had to beat me, that!"

Julius became green to distinguish him from Felix the Cat, for various reasons.

I'd rather not have had to letter the strip in capital letters??but we only had room to reproduce it at a fairly small size, so the caps helped the words stay readable.

Disney Comics by Guastaveglia, why did you haven't called him Nipp and not Julius?
Furthermore, Julius is a good person, while Nipp is "the toughest guy in the country"...
