Definitely looks like (late) Barks to me, though I have difficulty imagining that Barks intended to create a whole series of images based on the character.

That looks like Barks' hand to me as well. He had some strong ideas about the way the youth was going in the 1970s and 1980s, and this was possibly, in part, how he vented them.

Looks very much like the latest (1980s) Barks to me, too. It's unlikely that he wanted to invent a "new character" with that. There is probably nothing more before and behind "Punk Duck" than that one single drawing. "Punk Duck" is supposedly also not even imagined to be a Disney "character". In those times (late 1970s, early 1980s) Barks made in fact a whole series of non-Disney "waterfowl" drawings/paintings (mostly with characters of history and mythology), see also here (click on subitem C, there then in the middle of the page)

I also think is was intended to be part of the "waterfowl" series. I'm actually quite certain about that, because it looks so much like the other Barks paintings with waterfowls I've seen. It's not Barks' last creation, I'm also certain about that.

A member in the German Disney Comic Forum claims here that Barks made that drawing for the "Barks Studio". The Carl Barks Studio existed from 1993 to 1997. If that claim is true the story would have to be dated later than I supposed. Judging from the pure style of the drawing I couldn't really tell if it is from the late 70s and early 80s or from the 90s. In both periods Barks' style was relatively similar to that of the drawing.
I'm only a bit baffled that Barks would pick out that off-key theme for a drawing in the 1990s. "Punk" was all the rage in the late 70s, but quite an old hat only good for a yawn in the 90s ... (On the other side, well ... a man over 90 and youth sub-cultures ...;))
