Now that I think about it, that 1953 story with "Jughead Jones" would have been written about the time that Barks was split up with his 2nd wife, and going through the bad divorce, and was on the road, living in motels. He made a trip to Seattle (if memory serves). He would not have had his older comics reference materials with him on the road. He may not have been lazy, but instead, just didn't have any pictures of Jones to look at. He was forced to go by his memory.
If that's the case, we CAN assume that Neighbor Jones' first name IS "Jughead".
And, a related question: How can Archie comics get exclusive rights to use "Jughead" as a character name. Certainly, "Jughead" was a general name for a dimwit in the late 1800s, and all the way into the 1950s, as I remember (I was around then). There were LOTS of Jugheads around. I met hundreds of them, myself. How could copyright officials and court judges determine that that name can only be used for one character? That is especially maddening, when Disney only wanted to use it as the name of one, not-very-important supporting character, who was not going to sell many magazines on his own. To me, this is incredible.
If someone were to make a new comic series and use a character named "Bonehead" as a dimwitted supporting character, would I be prohibited from using that name for the first name a dimwitted character in my series?
Should I be prevented from using "John Q. Smith" as the name of my "everyman character" in a new series, because the name "John" has been used as the first name, or only name, of a famous fictional character in someone else's previous work?

It was in Neighbor Jones Hoozoo File. Of Course it was not in those exact words but it was implied. You should read it to see what I'm talking about.
