Pancho Pistoles para El Presidente de México?? Sí, sí, Señor!!! Reminds me of 1910-13, when the partisans in El Norte (Sonora, Chiauaua, Coahuila) wanted Pancho Villa to become El Presidente! He might have shot down a lot of chandeliers in the President's Palace, no?

I'm pretty sure this has been referred to here in some other thread: in 1980 (one year before the elections), French lyricist Pierre Delanoé and singer Gérard Lenorman wrote a song entitled "Si J'Etais Président de la République", whose first stanza refers to comics, television and movie characters:

Je nommerais bien sur Mickey premier ministre
De mon gouvernement, si j'étais président
Simplet ? la culture me semble une évidence
Tintin ? la police et Picsou aux finances
Zorro ? la justice et Minnie ? la danse
Est c'que tu serais content si j'étais président ?

[1]: I added a pun on "a natural choice" and the archaic meaning of "natural" ("an idiot; one born without the usual powers of reason or understanding")

[3]: this would need some checking, but I believe "Ecology" was not used yet in the name of the Ministry of Environment
[4]: Bécassine is an early 20th century bande dessinée chararacter; she is a Britton maid, and her name became used to call people silly
[5]: "Maya l'Abeille" ("Maya the Bee") was a mid-1970's TV series based on a novel, telling the story of a bee; Maya is in fact a whimsical little bee who prefers to have fun than to study and work

Now for my take on Lady Quackly's question (regardless of origins, age, species, universe, medium, ..., and whether it's a completely original Disney character or one adapted by the Disney Company) ...

Scrooge certainly has all the experience to be President; he could handle financial and international crises equally well. His greed might make him prone to raise taxes, but he would also be savvy enough not to bleed everyone to ruin, and his nephews would tame him, as Ministers or advisors.
He might actually start a Secretary of Economy, then be elected President.

Mickey might be Secretary of Foreign Affairs; he would be a good diplomat, and the adventures he has had around the world would be a great help-- and he could still have some.

Grandma could handle Ecology, with some help from Bucky Bug.

Gyro as Secretary of Ideas-- this would have to be invented, of course; this would be the palce for everyone to share and discuss their ideas.

Ludwig Von Drake is a obvious choice for Education.

Practical pig could be Secretary of Labor.

Li'l Wolf would manage Social Issues (equality, relief, ...).

Winnie the Pooh (or Rabbit? or both, with one acting as advisor) might be in charge of Agriculture.

With Scrooge President, Angus McBadger ("The Wind in the Willows"-- the first part of The Adventures of Ichabod and Mr Toad) would take care of Economy.

How about Darkwing Duck for Justice?

I must have overlooked some obvious posts and characters.

But... please explain this. The President doesn't keep a penny of the tax revenue for himself. It goes into the U.S. Treasury and is used for various government expenses: lending, investments, projects, relief aid, debts. As a Capitalist who doesn't fundamentally believe in taxes, it is unlikely that a real President Scrooge would allow Congress to raise taxes. Quite the opposite in fact seems more than probable.

The tax money would not be for him, but as the "head of the ank" (in a very rough way of speaking), filling up the national vaults would be a bit like filling up his; it would still be a pleasure.

I did read a similar comment to yours above, and noted Scrooge would probably not tax people too much.

A "President Scrooge" could be written both ways: wise management from the start, or being unable to resist the temptation to raise a few taxes-- even for the greater interest as well as his, such as for more police to chase crooks.

Whichever way he would start, I suppose he would eventually make a wise President.

I forgot to mention that Gladstone Gander could be of use; Scrooge would have to find him something that it not too much like work, so that he would accept; maybe as an advisor, picking between options the lucky Gladstone way-- at random.

I have found a team for Culture: the Aristocats kittens.

Health: I still cannot think of anyone.

Secretary of Domestic affairs and Investigations : Mickey Mouse (as a long Police experience)
Secretary of Justice : PowerDuck (drawback : too much work would make Donald absent)
Secretary of Industry and Innovations : Gyro Gearlose
Secretary of Culture : Clarabelle Cow (as a famous fellow singer)
Secretary of Foreign affairs : Little Bad Wolf (as he is frienly with everybody)
Secretary of Women rights : Daisy Duck (you don't see why ?)
Secretary of Agriculture : GrandMa Duck (as a real farmer)
Secretary of Research : Ludwig Von Drake (because of his diplomas)
Secretary of Economy : Goofy (because he knows how to live with little money)

Last night, I read Barks' stories of Scrooge running for Treasurer of Duckburg (Uncle Scrooge # 8, December 1954-- known as "A Campaign of Note") and we-don't-know-what (WDC1S # 194, November 1956-- known as "Smoke-Writer in the Sky"), and Gottfredson & Walsh's strips of Mickey campaigning for City Councilman (Sunday, December 21, 1945 and July 1-13, 1946).

Very different stories, with similar outcomes except the first one, in which Scrooge is cheered by the crowd; the three others are failures.

"A Campaign of Note" has Scrooge worried over campaign costs and his adversaries' distribution of gifts to voters-- which is reminiscent of the Easter Parade election ten-pager (WDC&S # 151, April 1953). The ironical twist is that he ends up doing the same, indirectly and unwittingly.

In "Smoke-Writer in the Sky", Scrooge pleads indifferent passers-by to wait and hear "what [he has] to say about high taxes".
"And I promise, if I'm elected, to banish smog from Duckburg, and to be good to taxpayers and kind to little children!"

Little children are not so kind to Mickey in the Sunday strip, and the gag is repeated at the beginning of the daily continuity seven months later-- it's actually the only campaigning we see him do, as the strip focuses on the strong-arm tactics of his adversary, "that racketeer, 'Iron Ears' Koloney'". The result of the elections is very surprising.

Are there more Gottfredson stories about elections? I cannot remember; it would have to be a very short daily continuity or a Sunday or gag-a-day daily strip.

I remember a Big Bad Wolf story; the story my searched turned out has a similar quick summary, bu I have never had any of the two French reprints listed, and no American publication has been listed.
In "my" story, Zeke's plans to get elected President of the Foul Fellows' club all fail, but he ends up being elected Mayor.

I think I would vote for Filo Sganga as president. It seems to me that he posseses an entrepreneurial spirit, enabling him to make some changes for the better. Isn't that usually what we hope for when electing a new government/president/leader?
Hmm.. maybe he is too honest to be a politician. But he certainly has many ideas and projects going on all the time.
