which is a few years older but similar and much more Strobl-ish (likely because it is by Strobl).

That looks like the work of a Disney Studio artist who drew a lot for Disney's books in Whitman's "Little Golden Books" and "Golden Books" series. But, I really don't think that artist is Tony Strobl (although the latter did draw some covers and stories for Whitman and those 2 Golden Books' series). That particular drawing doesn't quite look like Strobl's hand (only a similar style).

I'd bet money the artist is Larry Mayer. Compare Donald's hair, the design of his eyes and beak, and the shading on the boat in particular with images like this, this, and this.

As for the Bucky image, I think that's Vivie Risto's work.
