That's a Taliaferro Sunday page, namely the one dated July 12th, 1942.
The Inducks reports that the gag was reprinted in WDC&S 27 (December 1942),
under the title "Keep 'Em Rolling"; probably not on the inside front cover,
but in one of the first pages of the comic (just guessing from the issue
index).
A more exact description is as follows:
Donald is in a car, a tyre bursts, he takes a scooter out of the trunk, a
tyre bursts again, he takes a unicycle out of the scooter's (rather large)
trunk, the unicycle's tyre bursts, he takes skates out of his bag and
proceeds to run into a pole. In the final panel, he's being carried away by
an ambulance, but has a happy look on his face (he's able to keep on
travelling, after all...).

The Scandinavian (and maybe Finnish) weeklies. You can buy it in any stores
in Sweden, Norway and Denmark.

Well, Marco Rota works for both. I believe he only does covers for Disney
Italia, though.

There's a new Rota story scheduled for August/September about our ducky
friend the viking. Don't know about Don Rosa, but that can easilly be
looked up at the Duckhunt-site. Which, btw, gives me a perfect reason to
pay it a visit...

Scarpa doesn't work for Disney Italia anymore as far as I know,
but now and then does some freelancing for the french publisher
(Just as Don Rosa does.) and now also for Egmont.

Another example is the Scrooge story written by Byron Erickson
and drawn by Giorgio Cavazzano, published a few years ago.

Now back to work! [I have to draw two pages of "BAMSE" and complete
a script for a long adventure story before I dare to show up at work tomorrow...]
