Looks to me like it was definitely not drawn by Walt, but it could have been
Iwerks? The story is almost too perfect to believe, but the age does seem to
place it around the period in question?
After checking the Gottfredson book by Leonardo Gori and Frank Stajano, I
guess that the strip can be dated to early 1930 (April-May). The style is
almost identical to that of a couple of "introductory panels" reproduced in
the book, which the authors (tentatively) credit to Gottfredson himself.
