Fantagraphics has the license to publish the creator Omnibi like we're seeing for Gottfredson. The FCBD issue you're seeing for Darkwing Duck/Rescue Rangers was solicited months ago, so it doesn't mean anything in the greater mystery of what's going on with the comics at Boom. Otherwise, it's unlikely they'd be promoting a book like Chip n' Dale that, judging by the subscriptions on their site, is getting canceled.

The license held by Boom and the license held by Fantagraphics are probably two very different animals. If you take a company like Lucasfilm, for example, the divvy up their licensing to best squeeze every dollar out of similar products. For example, Hasbro might have the license to make action figures, but another company gets the license to make 12-inch action figures.
I assume that's what Disney has done here. Boom can publish comics and graphic novels, but probably not high-end Creator Omnibi like Fantagraphics. (Although Boom is clearly trying to circumvent that a bit with their "mostly" Don Rosa collection. If I was Fantagraphics, I'd be livid at Boom trying to cut in on the market they paid good money for.)
Then again, Fantagraphics will probably move tens of thousands of their Omnibi, while Boom's numbers will likely be below 20,000.

Considering Fantagraphics is working on their first Omnibus, I'd say it's pretty naive to think they don't have plans to do more in the future. Just because they haven't announced them yet doesn't mean they don't have plans to do so. Otherwise what's the point of buying a license?

Um, I'm pretty sure that Fantagraphics negotiated the licenses for the Gottfredson and Barks collections individually. They might or might not "want" to work on other Disney creators' work in the future, but who cares? It's not like they have some kind of moral right to every creator out there.

Well, there might be some sorta unexpected expiration date to the license that came up for some reason, which hasn't arrived yet but is fast approaching.
Doing a Scarpa Library--or one of any European creator, for that matter--would by necessity involve a MASSIVE amount of translation and localization work. Not sayin' it couldn't be done if someone was so determined, but when we're talking about people who are basically unknown in the US by anyone but aficionados...well, that would be a tough pitch, I would think.

I think at Fantagraphics there is only a Don Rosa collection possible. All other creators have too many unpublished work in the US.

The Scarpa, Vicar, Van Horn Libraries are quite much pipe dreams in Europe, too. Actually I love wallowing in the idea of a "Cavazzano Library"--don't laugh, I know that such a project is a complete utopia, at least outside of Italy. In fact there are nothing but Barks and Rosa Libraries in our countries (okay, Gottfredson will also get his one sooner or later).
Well, maybe Ehapa will produce the "Volker Reiche Library" one day. But that idea is only realistic because the five or so short stories of this artist would fit well into one thin album which would be the whole "library" then ...
