My first idea when seeing only the face would be to interpret it as Glomgold plotting something nasty, rubbing his heads together as he delights in the unfailing scheme he has come up with.
The outstretched arms and hands make him rather look as if he were saying "See: nothing! Search all you want, you won't find it here!" / "Be my guest!"

You are right about that he has a diabolical plan in mind but I see it as he showing that he is victorious in something, like: "See, McDuck! I won and there is nothing you can do about it!" (And of course something happens that makes him the loser just a few seconds later). But nothing is settled so I'm glad that you see something diffrent in the picture =).
